Every Pal has a breeding power. Two parents give a target of their breeding powers added together, plus one, divided by two and rounded down. The child is the Pal whose breeding power is closest to the target; on a tie, the game's own priority order decides. Pals that come from a special combination are never the result of this rule, and a special combination always overrides it.
